Question
I am 16 years old, I haven't had sex before, and I have little bumps on the shaft of my penis, and somewhat larger ones on the bottom of my testicle around my thigh. They are poppable and white stuff and sometimes blood comes out, is this a disease or something I should be worried about?

Probably nothing to worry about, but you need to quit picking them and popping them before they get infected. Pimples or bumps can happen anywhere you have skin, and the same rules apply, as if they were on your face -- keep the area clean and dry, and do not pick!
