Question
I have white, crusty hard stuff over the head of my penis that looks like a white piece of skin. I also have pain and blood while urinating.
Answer
Some problems simply need to be evaluated by a health care provider and can't be answered over the internet. Anytime there is pain and blood in your urine you need to see a doctor as soon as possible.
