Question
i am 14, never had sex, and have been masturbating regularly for at least a 2 years. For the past year or less i have been noticing very small pimple-like whitish bumps all over the under part and sides of my penis and testicles that seem to be increasing slowly. I have popped some and white stuff almost like a pimple has come out. but there are some that are very big and looks like are filled with white pus, but are too painful to pop if i try to squeeze them. Some of these bumps also look like they are under my hairs, but i usually cant pop them. Although i did pop one one time and the same white stuff came out. None of these things are bothering me physically besides being itchy, but i am very concerned and would like to know if they are normal. Please answer my question i will be very very grateful, thank you.

Chances are really good that the bumps are perfectly normal and you have nothing to worry about. The next time you see a doctor you can ask for confirmation that they are perfectly normal.
What you should do though is not pick or pop them - you will get an infection.
