what does it mean to have frequent discharge from the penis, without having intercourse?

Hi,
Penile discharge can be from a number of reasons. They can range from various infections to excess seminal fluid. Excess seminal fluid is fairly common in your age group and of no concern. However it would be very important to be checked for infection before we presume that. You may have an infection even without intercourse and it would be important to identify and treat that. Doing this is simple from your point of view but of course you need to see a doctor about that and I urge you to do so.
