Would you please advise as to what lumps are dangerous and need attention on the penis-scrotum-pubic area.

Sorry, but we say on the question page, http://www.pamf.org/teen/faq/asktheexpert.cfm, in several ways, that we cannot diagnose lumps or rashs via the Internet - these things need to be seen by a doctor to be diagnosed correctly.
