| When people talk about "safer sex" it means that there is no sharing of body fluid (semen, vaginal fluid) during intercourse that could give a sexually transmitted infection from one person to the other. This requires the use of a barrier method (CONDOM), meaning something that keeps the fluid of one person from the other.
Unless you use a condom, you can get pregnant or sexually transmitted infections (STIs). "Wiping it off" will not work because when a penis is erect it "leaks" fluid, which contains sperm and potential STIs.
