    Question

    Usually a day or two after sex, a red rash appears around the base of the head of my circumsized penis. It eventually becomes dry and begins to "flake off." It is tender to the touch during this period. This is a re-occuring problem with the same partner.

    Answer

    Most likely it is irritation. Try cleaning the area with soap and water or a baby wipe after sexual intercourse. You don't mention if you are using a condom, occasionally that area of sensitive skin will react to the condom or friction.
